Using PStatesChanger I see that P-States work as they should. Probably HWMonitor issue or PStateChanger lies.

Video of PStatesChanger with changing PStates (CPU freq is incorrect - it shows stock freq, instead of overclocked, but, as I understand, PStates are independent of CPU freq):
