Unable to get past the "waiting for root device" error - HP xw4600 workstation

Hello,

So, I'm trying to boot the macOS High Sierra Installer on an old core 2 duo system I have and I keep getting stuck at this point followed by scrambled text and the dreaded prohibited sign.

I've tried moving it to different ports (All USB 2.0, btw. And I noticed I have multiple OHCI and EHCI controllers), tried ReleaseUSBOwnership quirk, USBInjectAll (I added this when initially making the EFI) basically everything the troubleshooting guide on dortania yet I still can't get passed this. I even tried different USBs.

So, yea. Thanks for any help you may provide.

Hardware:

HP xw4600 Workstation
CPU: Core 2 Duo e8600
GPU: nVIDIA Quadro FX370 (Tesla uarch)
4gigs DDR2 memory
Multiple USB controllers detected in HWinfo ( I think it may be more than the physical number of USB ports)

btw, if this is the wrong sub-forum, I'm genuinely sorry.

nVidia Quadro FX370 is Tesla G84 and should therefore be supported OOB but the official buck stops at High Sierra of course. Tesla can still be used in Mojave and Catalina with special patches. For Big Sur/Monterey, you really ought to consider a compatible AMD card instead.
