install fails on first reboot : An error occurred while loading the installer resources.

I have made a bootable usb installer and install on an internal ssd with the convert to afps disabled.

after installing clover the ssd boots, and it tries to start the next phase of the install but the gui shows the error :

An error occurred while loading the installer resources. restart

looking the logs i see the installer seemd to be failing to download an update form apple :

looking at that product key it seems to be :

 

• Security Update 2019-003 for macOS Sierra (Update Product ID: 041-44357)

 

Why would a 10.13 high sierra install be trying to download a 10.12 Sierra update? and why does it fail anyway with not found. (you'll see the apple host is reachable)

 

Any ideas?
