Mojave / Cataline on Intel NUC DC3217BY ?

Hello everyone,

 

I can get an Intel NUC DC3217BY for 80 euros full set (4 Gigs and 256 SSD) and I'm wondering, as it's an old hardware (Core i3) if I can install Mojave or Catalina ?

If si, do you thing it will lag (Internet , Youtube HD use only) ?
