CPU reading are at full load and high utilization 99.20% , frequency and temperature with no processes and no cpu load in activity monitor

this is my first hackintosh 

my machine is hp z440, with e5-1650 v3 cpu.

everything was ok, suddenly after using kexet utlity i noticed high temperature for the cpu with no apps running

i reinstalled the mojave 10.14.2 and no difference.

i realized after that high cpu utilization always around 99.20% and cpu frequency at 3.5 ghz -see attached imags. from intel power gadget

i used i stats menu the same criteria detected and additionally the cpu package multiplier to x35 -attachment

i used the activity monitor to check the cpu load, nothing detected in the activity monitor. -attachment

 

please any help would be greatly appreciated
