Recently picked up an IOGear GBU521 Bluetooth 4 USB adapter for the sole purpose of getting a Magic Trackpad, which is my preferred input device, working wirelessly. Though it is supposed to be plug-and-play, I wasn't able to get it working--I suspect that it may be because of the fact that the device is plugged into USB3 ports. Unfortunately, this particular board doesn't have anything BUT USB3 ports, so I can't move it to a USB2 port.

 
Anyway, it's perfectly recognized:

However, my tests found that it could not discover the trackpad, nor could my laptop discover it, or it, my laptop. I have confirmed that the dongle is working properly by plugging it into a USB3 port on my Windows machine, and discovering that it would let me use BT there.
 
Has anyone encountered this problem before? I'm running an mITX board, so PCIe slots are... limited, to say the least. The Maximus 8 Impact *does* have a mini-pcie slot for its networking card, but accessing it would require me to drain several components, remove rigid tubing, and unmount the CPU block. This is obviously non-trivial.

After the 10.12.1 update, I had to do the procedure where I booted the machine without the dongle and then inserted it and pair again. Previously, I have only done this on a USB 2 port but I just moved it to a USB 3 port and it still works.

 

I did notice your PID/VID does not match mine. I have:

PID: 0x21E8

VID: 0x0A5C

Mine is also identified as a Broadcom manufacturer.

Tried a different dongle manufacturer—same issue.

 

Went to turn off Bluetooth in preferences; the "Turn off Bluetooth" option became greyed out, and now I can't do anything with that button. Odd.
