OS X and Windows do not honor my custom vbios fan curves?

I'm running an GB HD6850, and the fan is super loud because it idles at 50%. It's really starting to get irritating. In windows, I can turn it down to 30% with no increase in temperature, however there is obviously no way to do this in OS X.

So, I used Radeon BIOS Editor to change the fan curve, and flashed my changes without any issues. The fan speed on the GPU is turned down, as expected, until I get to the login window. This happens on either OS. I have seen this issue mentioned a few times by both Windows and OS X users, but I have yet to find a solution. I'm using OS X 10.8.3 w/ Clover bootloader and Windows 7 64-bit.


Is there anything I can do about this besides buying a different graphics card?
