Weird behavior when you move the an app window, picture in thread.

Everytime i drag a window, is also buggy when i scroll webpages, in finder etc.

Any help? I currently have a nvidia 6150se, which isnt compatible so im using 256mb vesa. I have a card in the mail getting here tomorrow its a gforce 9600gt lp from dell. Is this a graphics card issue, or something like a basic kext being replaced. I installed with IPC latest 10.5.6, and I am on the voodoo kernel. I am using a Dell Inpiron i531s (AMD athlon x2 dual core). Everything else works including audio (w/ mic), the only thing to go back to is the resolution wont go higher then 1024x768 and i am loosing about a cm off the left and right sides which probably has to do with my card or lack of it.
