I had the same cold boot problem (the OC settings would not stick) with the F3a Bios. Until, I disabled the HPET support in Power Management Setup (p.41), and whenever I exit the bios I use the main screen and select the "Save & Exit Setup" not <F10>. This has solved my problem with a cold boot. Hope this helps you.
