I figured it out. You have to UNPLUG everything except the keyboard and mouse during installation.. when the installation is complete, PATCH the USB ports properly and only then you can plug everything back in..

That being said, I still have a problem with dual displays which works fine on Clover but doesn't work on OpenCore (even with the same frame-buffer patches).. Will investigate more :(

I had the same block for weeks on my try to OpenCore 0.5.6 for Catalina 10.15.3 on a Microsoft Surface Pro 2017 (Kably Lake). This tablet has only one USB and the cover/keyboard. Different beast from yours of course, but do you have any thoughts? I am on the verge of giving up. (The thing is, it works well on clover and Catalina 10.15.3). SOmething about OpenCore I can not figure out. Might be it fails to read SMC keys....

It's not your fault. It's 1000% OpenCore. I have spent WEEKS trying to figure it out and only through persistence I accidentally found that it's the USB ports. You can attempt to patch your USB ports for the installer and use USBInjectAll or similar. This should get you past the installation process as it did for me.

It can also help if you used clover at first, figured out the patches required for your USB ports and convert them to OpenCore patches. I also tested this.

No I do not have the problem anymore. 

I solved the problem by unplugging every single USB device from the computer EXCEPT for Mouse and Keyboard.

Once I did that, the installer continued on and worked without a problem. However, I still have the black screen issue for the dual monitor on the HD530 (I7-6700K).
When I installed everything, I patched the USB ports to fix sleep issue which only happened to me when using OpenCore.

Just to update: I managed to negotiate past the blockage! And reached the MacOS Utilities stage :-). I am debating whether want to potentially {censored} up what's well working now (with Clover & Catalina 10.15.3) with continuing this OpenCOre 0.5.6 with Catalina 10.15.4 project.

What worked for me was setting the SetupVirtualMap = No , rather than YES, as per OpenCore guide. O well, something to consider next.

The fix is covered here [ https://www.reddit.com/r/hackintosh/comments/g7rqt1/if_youre_stuck_at_endrandomseed_or/  ].  Appears to be a result of change in documentation from opencore 0.5.6 that works to newer 0.5.7 and 0.5.8 releases where this boot error started arising.  The recommendations for ShrinkMemoryMap/RebuildAppleMemoryMap and SetupVirtualMap got swapped.  Would be good to know if these new opposite values for those two settings works on desktops but creates this issue when used with laptops.
