10.5.8 slow usb

I have updated to 10.5.8 using software update and now only have usb 1.1

if i boot using -v -f i get full speed usb how do i make this permanent without having to use the -v -f flags.

 

spec

 

asus p5wh delux

core 2 duo

2 gig ram

nvidia 9500gt

 

if this has already been covered can you point me in the right direction
