I've recently purchased an USB dongle for my Hackintosh. It's a very cannonical build (I3 3225, Z77-DS3H, HD4000) running ML 10.8.0, and it otherwyse works great.
The dongle is recognized by the computer in the sense that it shows up as this:
Bluetooth USB Host Controller: Product ID: 0x0001 Vendor ID: 0x0a12 (Cambridge Silicon Radio Ltd.) Version: 19.15 Speed: Up to 12 Mb/sec Location ID: 0x1a130000 / 4 Current Available (mA): 500 Current Required (mA): 0
in System Information. However there is no Bluetooth Icon in System Preferences or Menubar.
The whole thing is odd since it's a CSR dongle already defined in /S/L/E/IOBluetoothFamily.kext/Contents/Plugins/CSRBluetoothHCIControllerUSBTransport.kext as this:

(I checked the DevID and VenID values against hex from SysInfo and they're the same)
I googled and browsed and found no clue (most stuff I find are people whose Wake on Blueetooth doesn't work).
