Is the Bluetooth Setup Assistant supposed to launch automatically?

I could never get the Bluetooth Setup Assistant to start automatically when I'm stranded with an unpaired bluetooth keyboard or mouse.

 

So, I'm constantly digging around for wired hardware when switching from Windows 7 to OS X. This really defeats the point of using wireless peripherals for aesthetics and convenience in the first place. I'm left with 4 peripherals on my desk, plenty of wires, and constantly unplugging and replugging legacy devices when I need to re-establish Bluetooth pairing.

 

Having already checked the advanced BT preferences (first two checkboxes related to automatic launching of the BT assistant), I'm at a loss here. Is it possible some application or driver disabled the BT assistant? Is there some undocumented terminal defaults write line pertaining to the BT assistant? Could the cause be some hardware issue? Is my PC falsely reporting that I have a keyboard and mouse plugged in when I clearly have neither?

 

Trying to dig for any information on the subject is really tough for me. Search results almost always refer to the Bluetooth Setup Assistant in the context of difficulty pairing BT devices in general, and not referring to it not launching conveniently at startup when it ought to.
