If ur are 100% sure that ur system under full load has enough with 300W i would definetaly go for the high quality 300! Why spend extra cash on a 'powerfull' 600W one if u ur system needs less than 300W and the 300W one is high quality. But it seems strange, what system do you build that has enough with 300W?
