This is very odd. I thought it would be easy to help you out here, so I looked on a working MCE2005 machine, and the file does not exist (yes, I know how to search hidden and system files and directories, before someone suggests I don't). Then I searched and unpacked the CABs on a genuine MCE2005 OEM installation DVD, and it's not there either, either compressed or in its native form. There is an ehepg.dll, then the first ehi__.dll is ehiExtens.dll.

I wondered if it was added in a servicepack or update, so I went to Usenet and downloaded the latest iND_XP_to_MCE conversion CD expecting it to contain all the files you need to add to XP to get MCE. It does, but it doesn't have this one, in fact it looks exactly the same as the OEM MCE directory listing and the CABs are identical too. It's just not there.

After a bit of trawling around the internet, I discovered that a whole bunch of people have been trying to find this elusive file which they couldn't locate on their systems or on their install media. Which isn't much help to you, but I am rather puzzled as to why MS acknowledge that the lack of this file can cause problems, and I can't find it on a live installation or the original media - and neither can a lot of other people. I suppose it might be created dynamically when some aspect of MCE is run, if it's needed, or maybe it's delivered by Windows Update, but then why do people report that the installer barfs if it can't find it? So you're back to the original question - does anyone have this file on their system?
