Black screen with flashing white bar

I have a Dell Inspiron 7559 and I'm trying to get to the first setup of El Capitan. I installed it just fine but when it came to booting to the SSD, the Verbose boot stuff would do its thing just fine and then the screen would go black and then flash a white bar on the top left of the screen once with 5-10 second intervals. Sometimes, it would flash one line of Verbose code on the top and then the white bar would reappear. I tried reinstalling El Capitan 3 times and it does the same thing. I am stuck and need to fix this issue. Here are my specs

 

CPU: i7 6700HQ

 

Ram: 8gb ddr3

 

GPU: GTX 960m (Intel HD530 for OSX)

 

SSD: 250gb Samsung 850 EVO

 

HHD: Seagate 1TB SSHD

need disable in DSDT or SSDT

 

Check ur device video in ioreg

How would I do that because I can't even boot to the setup process to get OS X started. This happened after I successfully installed it

post ur clover folder inside usb stick

I don't understand what u mean like the clover folder is inside my usb drive to boot it up but do u want me to post it here?

He's referring to compressing EFI\Clover. and attaching it for him to view.
