Do I have to do completely reinstall hackintosh from zero(f.e. iatkos 10.8.2) when changing hardware? F.e. changing motherboard with intell processor with Nvidia graphic card for another motherboard with Intel processor and another Nvidia graphical card.

No. Change only DSDT, SMBIOS.plist, *.*.Boot.plist flags/values and additional (all the non stock Apple ones) kexts that are not needed/needed on the new hardware. OS X is quite tolerant in that regard.

How to do that(what files to edit and how, where are they located etc.)?

Usually all the above is located in /Extra folder (kexts are in /Extra/Extensions). I'm not familiar with iatkos distro (with this particular version at least), so can't say where and what should be located. Hence the difference between a distro and a retail copy install - with distro only authors know how it's done, with retail you install all the things yourself, so you know what and where is placed.
