How to scale desktop with Lion? (or ML)

I urgently need a solution for this problem, especially when using low resolutions (e.g. on a netbook) such as 1024x600: here it is not possible to see the entire windows because they cannot be resized.. For example many applications like Logic Studio have this problem.

Unfortunately I discovered that "AppleDisplayScaleFactor" system property is no longer supported in 10.7 and 10.8, so this is not an option. Do you know of any work-around to simply move the dialog panes off screen in order to show the bottom side of the window in the 1024x600 desktop?

Note that, with OSX, you can move the windows off screen in any direction except for the upper side!
