Non destructive partition resizing

I have read a few posts on non destructive resizing of partitions, but I have yet to see if there is a way to resize NTFS AND HFS+ partitions without data loss on a intel mac. I have an external USB hard drive that I would like to spit up again (yes again) to add a Vista partition so I can boot off of that (getting XP to boot off of USB drive is fun!).

Is there any utility that can do both without data loss?

*Disk Utility (terminal) cant non-destructivly resize NTFS, nor can iPartition.

*reglar "PC" utilities pass out at the sight of EFI and the Apple stuff.

*using both often results in two different "free space" paritions.

 

Any ideas?
