A Nonny Moose
What is stopping Wine is the architecture of the PowerPC chip itself. Virtual PC skirted around the issue (before version 7) by enabling "sudo little endian mode" or something like that to get Windows working through the emulation layer. To make a long story short, there has to be some kind of emulation layer in order to make a PPC chip pretend like it's an X86 chip.
