Do you mean what the cats sounds like when you cuddle them or when you step on their tail? My practical understanding is that they have different sounds (but I am pretty sure the sound is same all over the world (not that I am a big member of the felix or lupus linguistics community)) the spelling is interesting tough.

In norway it is common to write Voff Voff (bjeffer) when a dog barks, piiiv (ynker) when it is sad or hurt, grrr (knurrer) when it is angry. A cat would sound like mjau (mjauer) when it is miaowing, rrrr (maler) when it is cuddled.

Cat: Miyav (it spelled like "me yaw")
Dog: Hav hav (it spelled like "How")

Italy:

Cat: miau (or miao)
Dog: bau bau

(We spell the words as we pronounce them).
