Is this for a 1 time use or is this something you are looking to make a business out of? If it is a 1 time thing there are many places you can take your image to and they can print it on a variety of different materials. If this is more then a one time thing, you will have to narrow it down a bit. I work for a print management/services company and would be happy to get you in touch with a sales professional in your area who should be able to find exactly the equipment you are looking for.

for printing on a wall, best to go to your local print shop and make a poster. if you have any art skills you could also get an art projector(also called an opaque projector) to enlarge a design and then paint it by hand. I have no idea how most skateboard designs are done but I think your best bet would be some kind of heat transfer machine, like the kind used to put designs on t-shirts. I have no idea how well heat transfer would work on curved surfaces since boards aren't flat, but it would probably work better than silk screening which requires a flat surface to transfer designs onto.
