Currently on my JAS 10.4.8 AMD SSE2 install, AC97 audio works if I set to 48.000 hz in the Line Out setting of the Audio Midi utility. If I set it to 44.100 hz, then the audio is a bit high pitched and scratchy. So it works fine at 48.000hz. The problem is when I launch GarageBand, it forces the audio setting back to 44.100 hz. And for whatever reason, I can't open the GarageBand Preferences. Is there anything in the preferences to fix this or any other tricks to keep it at 48.000 hz? Thanks for any help.

garageband only works at 44.1 I think - but at 44.1 things shouldn't sound scratchy at all - what do CDs sound like played through it?
