As far as GUIs go...

In Tiger, using Disk Utility, that would be a no.
In Leopard, using Disk Utility, that would be a yes.

There are other GUI Disk Partitioning tools that can resize for you though, but for the most part they are paid apps.

Check on demonoid for Bootable Utils CD it has a number of useful apps on it, one being ipartiton which will do the job for you...
