I usually don't even use more than 100 minutes a month. Would it be possible to just get the data plan and then pay for "minutes over what I get for my plan" (none). If so, what would be the price?

No, if USA. What country do you live in, if not USA.

Here's what you can do:
-Buy a cheapo phone from AT&T that has 3G and set up a plan that has PAYG and unlimited 3G data. (If that's possible)
-Buy an iPhone and put the SIM that came with your cheepo phone into the iPhone.
-You will need to activate your phone, but not with iTunes. If you have a 3G iPhone you will have to wait until a hacker figures it out.
-You should be set up with a custom plan and an iPhone.

It really seems as if the UK is getting the best deal as far as iPhone 3G plans go, here you can get 75 minutes, 150 texts and unlimited 3g data and wi-fi for £30 ($60).

No doubt, they even took out our built-in text messages. We do get bundled NSA quality assurance, so that's a plus
