yes, but this habit of creating fork/branch is the only real reason that prevents Linux to break through. In my opinion they are a total waste of energy, dictated in most case by the desire to be "the first woman." In many cases it's possible to collaborate together on the same project in order to discuss and refine the code... Why work separately?
