Desktop is scrambled around

So when I boot into the OS my desktop is *almost* always scrambled around. I included a photo for a general idea as to what I mean by this. Sometimes this means just my wallpaper is displayed at a funky resolution or it means that my dock is floating at some random point on my screen. The quick fix for this however is for me to go into my display settings and change my resolution to something small and then change it back to 1080p. I'm tired of the quick fix though, how can I fix this permanently? I'm hoping this is a common problem but a quick forum search didn't give me any answers. Thanks for any comments you might have.
