Is the fn key able to be used to remap keys?

Hi, When remapping keys, I want to use fn+F3 & fn+alt+F3 to remap to the print screen key. However the fn key does not appear to be detected by the Input Remapper. Should it be? This is my first mac, (penryn) so I'm not sure if the fn key is supposed to work, but is not working due to a new hardware ID. The keyboard PID is PID_0231. I tried editing the InputRemapper.x64.exe in a hex editor to change one of the PID_XXXX to 0231 but nothing changed.
