Bios Layer on EFI

Wouldn't it be possible to code a bios interrupt layer for the EFI as though it were a driver or something and then? I'm not talking like a complete bios, but merely something that creates a fake one like the real ones that would on regular Win boxes. I don't know coding that well, otherwise I'd try it myself.
