For my build I wanted to go as cheap as I could so only purchased a 120GB SSD.  If I upgrade to a larger SSD do I have to start over or am I able to clone the current SSD and restore it to the new SSD and it work perfect?  Is so what software should I use?

you can restore it with the command asr restore but must do it on another macOS High Sierra because

you can not Unmount the main drive ssd. You need also reinstall Clover to the target SSD to make the SSD Bootable

Or clone the ssd with Carbon Copy cloner and reinstall Clover to the target SSD to make the clone Bootable
