Display scrambled after boot

When I boot up El Capitan, my display has alternating white lines. If I set System preferences to change resolution to 1366x768 scaled or any other for that matter, the display will "blink" and reappear at that scaled resolution without any problems. Similarly, if I put the computer to sleep and wake it up immediately, the display issues are fixed. This only happens on boot.

 

 

Any ideas on how to fix this? I have full working iGPU power management and QE/CI. I also want to "upgrade" to Sierra, but the sleep/wakeup fix does not work on 10.12.

intel i5-5200u, intel HD 5500. If I don't enable acceleration (display shows as 7MB instead of 1536MB) I don't have the garbled/scrambled lines right after booting, but it does the standard flashing glitches instead.
