Can I Merge HDD Drive To Mac Drive?

No, only if you have write access to NTFS partition, then you can move your Mac OS X data files from  HFS+ partition (OSX) to the NTFS partition (Windows).

before you move the OS X data use Disk utility to grab all data in a DMG file, that requires less space.

Can I Format the partition with Mac OS Extended Journaled and install the mac third party software to that partition?

HDD's with MBR partition tables, if you want to change a partition in another format, then you need to format the complete HDD.

This is only possible if the HDD was formatted previously with the GUID partition table, then it is possible to format a MS-DOS partition (FAT) in Mac OS Extended Journaled (HFS +)...or the other way around.
