The requirements are: Safari 10 for macOS Sierra is available in the latest macOS Sierra 10.12 beta. Safari 10 for OS X El Capitan is available for the latest OS X 10.11.6 beta 3, 15G19a or later Safari 10 for OS X Yosemite is available for OS X 10.10.5. See more in this document.
