I was wondering if I could install hackintosh on my 32bit ECS Intel Celeron custom built computer? I would like to erase Windows 7 Ultimate and just use my whole HDD for the hackintosh.

Well the CPU I already mentioned Intel Celeron 32-bit, Motherboard ECS I'll have to tell you the exact model later, and everything else is built into the Motherboard.

You mean G31 not G13 right? You need a dedicated GPU for QE/CI.

That's correct G31 sorry when I type to fast I don't realize at times that I spelt something wrong or put numbers in the wrong place.

So do you have a GPU? the intergreated GMA 3100 will not work with hw accel (QE/CI)

What's GPU again refresh my memory I haven't messed with computer terminalogy since I was in Job Corps for Computer Tech

The point is, you will have no 3D/2D accel and you will mot be able to select a resolution above 1024x768

I don't care about going about that resolution my HD montior don't go above that.

You don't understand. You will not be able to minimize or maximize windows without stutter, you will not be able to change your screen resolution (if you have a HD monitor, it is either 1280x720 or 1920x1080) so the display will be stretched, browsing the web will be laggy, YouTube will not work, etc.
