No front USB 2.0?

My build specs are as followed:

 

Gigabyte B75M-D3P motherboard

3.29 GHz Intel Core i3-3225

Intel HD 4000 Graphics (using DVI)

PowerMac G5 case and front panel

Mountain Lion 10.8.2

 

I made my own G5 front panel to atx cable via the diagram I attached. I know it is correct, because the Audio, Power Button, and Power LED all work correctly (my motherboard has no FireWire). The only problem is, I can't seem to get the USB working. The flash drives I put in it all light up, but they never connect to the computer. The really weird thing is that the Apple Mighty Mouse, which is a low power USB 2 mouse, works perfectly. It seems like the port isn't getting enough power, but I can't figure out how to fix it. I've also attached a picture from the manual of the USB header ports on my manual; I've tried all 4, and it's the same story for all of them. Any help would be appreciated!

From your description of the problem the solution would likely involve using larger wire for USB 5V and GND between the MB header and the front panel connector. The wire you are presently using is likely 28 or 30 guage, increase to 24 or 22 guage and the front panel USB should work. Stranded copper wire would be best.

 

Your present wire size has too much resistance (diameter too small, high resistance, or combination of both) resulting in too much voltage drop for USB to work when connecting a 'high current' USB device - your low current mouse works, important clue!
