Can you check to see what kext are being loaded, in terminal  use command "kextstat | grep AMD" and paste the results back here.

dave$ kextstat | grep AMD
   66    2 0xffffff7f80c00000 0x1d8000   0x1d8000   com.apple.kext.AMDSupport (8.0.0) <65 10 9 7 5 4 3 1>
   67    0 0xffffff7f80dd8000 0x41000    0x41000    com.apple.kext.AMD5000Controller (8.0.0) <66 65 10 9 5 4 3 1>
   84    0 0xffffff7f80f81000 0x3ce000   0x3ce000   com.apple.AMDRadeonAccelerator (1.0.0) <83 73 65 10 7 5 4 3 1>
   90    0 0xffffff7f8141f000 0x13000    0x13000    com.apple.kext.AMDFramebuffer (8.0.0) <66 65 10 9 7 5 4 3 1>

Also can you confirm what type of mac your SMBios specifies plus what your graphics card shows up as, in terminal  issue command

ioreg -l | grep model

dave$ ioreg -l | grep model
    |   "model" = <"MacPro3,1">
    | |   |   | |   "model" = <"ATI Radeon HD 5450">

...me thinks without AMDRadeonxxx.kext you will have no hardware acceleration...try openglextensionsviewer.app and see what renderer it uses...
