OSX shows 1 processor but BIOS shows 2

I am having an issue after changing out my processors. I previously was running 2x 3.09 dual core xeons and swapped them out for 2x 1.86 Quad core xeons. Checked bios all seemed well but after booted into OSX I am only seeing total number of processors as 1. I have not seen anyone else out there with this issue or a fix for it. I recently spent a lot of downtime getting the newest chameleon boot loader working and that did not correct my issue. I have messed with CPUS=1 edit of com.apple.boot.plist and that only changes the available cores for the 1 processor. I thought trying CPUS=8 would of made it see and use all 8 cores but that was not the case.

Heres what I am running:

Intel Server Board S5000PSL

2x 1.86 Quad Core Xeon

6GB RAM

1.5TB

OSX 10.6.3 Server

Chameleon RC5
