Any way to create to create OS X Leopard USB in this situation?

OK, so I want to install Leopard on my PC using the retail method. But, I don't have a retail disk. I have an ISO of one and an 8GB flash drive. Without a mac, I dont think it's possible to make an (i)Bootable usb from the ISO. I cant copy the ISO from inside windows because it only reads the boot camp section. Does anybody have an idea of how this can work?
