Internet encoding/computer index issue

I'll try to explain this crazy problem as best I can.

 

I was having trouble with spotlight, I found a fix for it on a forum, which involved re-indexing my computer. After I did that, spotlight was fixed, but the next time I went online, certain sites had this weird encoding (shown in attached picture). I've updated my browser and tried a new browser, this didn't fix the problem. So I assume that when I re-indexed the computer, it deleted the old index and also deleted something I needed to read the html or whatever encoding.

 

Please, any and all suggestions are welcome.
