It is included in the snow leopard installer DVD. /Volumes/Mac OS X Install DVD/System/Installation/Packages/Japanese.pkg If you've done the standard installation, like vanilla installer, your Mac already has it installed. Unlike Windows XP, it part of standard installation. If what you are looking for is the input method, it's in the System Preference's "Language & Text" -> "Input Sources", and choose "Kotoeri". I found a torrent download link, but no one is seeding, i've been waiting forever. The japanese.pkg is just only 16.5 mb. I would appreciate it if someone could share the file.
