Any agreement which Apple might have made to prohibit Apple from selling it's OS for vanilla systems is collusion to limit competition. It's against the law. So, if Apple wanted to do so, they could. What's to stop them? Microsoft holding up a piece of paper which is against anti-trust laws saying they cant? pfft.

 

The only reason industries such as the recording industry havent been hauled into court for price-fixing and collusion is because it's unprovable as yet.
