I would like to mention, that applying the speedstep on my HP 8510w, it regulated the laptop fan which was flying even when the CPU usage was 1%, so not only it saves energy and battery but it saves you headache , now I am typing and my laptop is dead quiet So yeah, if you looking for a way to control your fan, go with this solution.
