Is there a program for converting video formats like MOV or else into MKV?

.mkv stands for the "Matroska Open Standard" container format.

It is no codec but a container just like AVI that can contain video and audio coded in various formats like divx, xvid, ...
You can find more information on the website above, an extractor, to get the content out of an .mkv container can be found here:

And you can use the export function of VLC to repack the video into a regular avi-container.
And here is one possibility of packing matroska-files under 10.4 .. don't know if it works in Leopard
