No matter what setting I select in the display control panel the font smoothing is completely off.

try a reboot. mine eventually and possibly accidently started working after a lot of things. i'm hoping it was the reboot

I had the same issue, found this solution that somewhat helps.

Use Terminal and this command:

defaults -currentHost write -globalDomain AppleFontSmoothing -int 2
