I am having trouble downloading torrent files on both firefox and IE on any torrent websites. Does anyone knows a solution to my problem?

I am just trying to download the torrent file(.torrent) itself in the website. I am not trying to get the actual file. Sorry if my previous question was not clear. Thanks for your help

It's very possible that it is the site having problems.......or its a locked torrent ,meaning that it is no longer allowed to be downloaded due to legal action.
