Hey, i have just purchased a compaq SFF off ebay, it has an INTEL CELERON 700MHz processor, 6 USB slots and 512MB ram and a Intel 82815 815 motherboard....what will i have to do to get OS working on it?
any help is appreciated!

That computer can't run OS X. I suppose you could run Windows or Linux on it though.

Yes, it would take a new motherboard, processor and ram. Also, chances are that will be a proprietary form factor and you will have little chance finding a motherboard for it.

what processor and motherboard are needed to run OS at the minimum requirements?and how much RAM is needed to run OS efficiently?

To run OS X you need a processor which supports SSE2 instructions - which means you need at least a Pentium 4 or AMD64 processor. You'll need to get a new motherboard for the new processor, and because of the new motherboard, it's very likely that you're going to need new RAM. With those many 'upgrades' it should be considered a completely new computer - so, unfortunately, you're not going to get very far with your existing setup. Sorry.
Edit: The minimum amount of RAM for OS X is 256MB

what would be the best combination of motherboard with the pentium 4 then? would a 1.7 Ghz processor be enough? also is this sdram ddr ram or rddr ram ?

1.7GHz would be be okay - any ram you put in a P4-ready motherboard (provided it is supported by the motherboard) should be fine too.

thanks...theres obviously no way of putting a mac processor in an intel motherboard though?

The new macs use the intel core 2 duo processor, so there is no 'mac' processor at this point. As for powerpc processors, there is no way for those to work with an intel motherboard, sorry.
