GA-G31M-ES2L= always a great choice. I'd recommend it over the others simply because it's so perfectly supported. (You'll have no trouble finding a fool-proof install guide for it, whereas for the others, though they'll probably work too, it may involve a bit more trial and error). To help you narrow the choice, I'd mark the EP31-DS3L off the list completely. It doesn't support more than 4GB of RAM, and therefore has no advantage being a full ATX board. If you positively need 8GB of RAM, then get the EP43 board. I personally don't know of an install guide for it though, so do a search.

Either graphics card will work providing you use 10.5.6 and up for the 9600- but I'd recommend the 9800GT. If you don't really need that much graphics horsepower, locate a 7300GT, 7200GS, or 8600GT, etc. as they may be cheaper and still provide all the graphics you need.

Everything else should work fine- just stick with 100% SATA drives, no IDE.

Samsung optical drives aren't so good. You'd better buy a Pioneer or an Optiarc.
And I don't know what this PSU is since I've never heard of that brand, but be sure it's reliable and efficient. Prefer quality to quantity: you don't need 500W with this rig (350-400 would be enough), but you do need stable 12V or your computer will freeze and reboot on heavy load.You could even fry the motherboard.

All of my Samsung drives worked perfectly over the years. Can't complain. Good and cheap.

Same here- no problem at all with Samsung optical drives- in fact, I prefer them. No problems in dozens of builds. Mostly, any name brand should work fine.

Indeed.
I run a q6600 ; 9800GT ; 4GB ram; 2 HDs ++ on a 380W Earthwatts.
The Corsair CX400 (400W) might be preferable though, as it has more silent 120mm fan) (not that the earthwatts is noisy..)
Both are 80+ certified.

Okay. I take notice, though I have read some complaints about them.
