I have a laptop with a Pentium M 740 and, the rainbow is super fast, boucing in dock is super fast, the cursor blinking in spotlight is super fast, I have no clue about how to solve this issue.
I don't know what Intel SpeedStep I'm using (the one on XxX 10.5.6 that's not tag as 1.4.5, both are from mercury), and SpeedStep app, in the app, I can't change CPU frequency manually.

I tried the last stable version and beta (without the app) and I get kernel panic.
So I really don't know which version of IntelSpeedStepEnhanced I have...

You have problems with time. Due to changed CPU frequency, system measures time incorrectly, e.g. clock go 2 seconds per second.
