He didn't need to leave the country to avoid the senate hearings. Threats of criminal contempt resolutions against Rove unfortunately don't have any teeth after the House approved criminal-contempt resolutions against Josh Bolten and Harriet Miers, but the Justice Dept. refused to bring criminal charges.

Exactly. Until we sweep the congressional floor, and elect a real senate instead of corporate reps, then getting these roaches pinned for war crimes will be much harder.
